does the game separately roll for a type of craft then the tier of that craft?

or does it roll for the type and tier at the same time?

basically would it be better to use an item level X instead of Y, where X<Y
in order to lower the amount of mods that can be crafted

if my question isn't clear I can give an example, thanks

not 100% sure on this because wiki doesnt seem to have info on it but i think it works like this

each mod rolls seperately. like if an item can roll 4 life mods, 4 mana mods, and 2 energy shield mods... the chances for a life mod is 4/10 and not 1/3.

each one has a different name, Hale/Healthy/Sanguine/etc. (tier 1-3 life mods). each of those get added to the whole pool of mods available and its not just the whole life mod group.

so yes lets say you want a dagger with only %physical damage. the highest physical dmg mod is ilvl 83, and theres the highest spell dmg mod at ilvl 84. so using an ilvl 83 instead of 84 increases the chance slightly because its one less mod.

Above is correct except the best mods are almost always higher level so highest item level almost always ends up being better.
