i cannot delete, move, or rename files with out the administrators permission, even though im on the administrator main account, how to i change the settings to disable these functions from admin account so i can get my comp properly working again g's...

This is due to a permissions issue, you don't have enough permission to delete/rename files inside of the folder location.

To fix this, you can take ownership of folders/files via command prompt - Google "take ownership of folder via command prompt". I would also make sure that you have full access permissions by looking at the folder/file properties -> Security tab.

Right click your hard drive
Click the security tab
Click on Edit
Click on Administrators or Users, and then select "Full Control", if it isn't already.
Click Apply.

And not recommended, but if the above doesn't fix it:

Add user "Everyone" to the list that comes up, and give it Full Control, and then apply that.

i Cannot find how to change the permissions on both administrator accounts (And i cannot find the accounts to began with to change the functions/actions of each account) to delete and rename files etc.. any ideas?

Have you tried creating an admin account in safe-mode and making your main account an administrator?
Google 'change user to admin with safemode'. There's command prompt lines you can force your user back to admin.. see if that resets the conditions.
