depends on what other gear you have a bit. optimized cerebus is better, OW and 100% more ar. jalaals gives 2 more summons and 30 fhr and 30 all res.
so on a less geared char the res/fhr might help, but even then cere give up to 10 LL and OW.
you shouldnt be hurting for AR to hit mobs, but with cere you'll never have an issue.
+5 mana per kill can be nice and 20 str is nice for gearing, but i'd still take cere all day.
