How do you craft Set Items?

if you go to your cube, there are "recipes" of all the items that you need to create or change a set.

Another way is with bloodshards @ Kadala.

You get bloodshards from rifts/GRs/Blood Thief Goblins/Challenge reward chests/Bounty reward chests.

Albeit it's not guaranteed to get a legendary or set item, but I've got plenty of set items from her.
