From the ls portal:

The Accessory Charm is an additional Equipment slot reserved for a second charm. The Accessory slot however does not reflect stats that are on that charm, with exception to Enhanced Effect. Efficiency is reduced by 25% of the total displayed. This charm is used just like the main charm slot and is not reflected by your total inventory space restrictions like the rest of your equipment. When used in Catacombs, the mana usage is also reduced by 25%.
In the inventory, it is abbreviated as Acc. Charm

This: "so 66.66% ee applies" is also wrong if you put in 75%

If you use a 100ee charm (double dmg/heal of a 0ee charm) and you calculate 2.0*0.75 you will get 1.5 --> 50ee. So in that case you only have the power of a 50ee charm in main slot
If you use a 200ee charm (tripple dmg/heal of 0ee) and calculate 3.0*0.75 you will get 2.25 --> 125ee. so in that case a 200ee acc slot charm will work like a 125ee main slot charm but at reduced mana

ok, so if you were using that 100ee charm in the acc slot, with a net power of 50ee, what would it take in int to get that back up to 100ee of power?

Isnt it somewhere along the lines of ~1 int = 1 ee.

so, would you need a 50 int in the main slot to add 50 more ee? or would it again be reduced by the 75%, therefore requiring 100 int to get that extra 50 ee?

That depends on the int you got allrdy. The lower your int, the easier to compensate and the higher your int the harder to compensate.
To bring 75% effectiveness back to normal you need to boost your dmg by 4/3. The int factor that calculates into your dmg got a weired -5 int rule. means if you have 5 int your dmg factor is 1.0. If you have 105int the dmg factor is 2.0, 205int for 3.0 and so on.. So if you want to boost 2.0 (105int) by 4/3 you will get 2.0 *4/3 = 2.66666 --> 171int --> +66int on main slot needed.
if you have a factor of 3.0 (205int) you will get 3.0*4/3=4.0 --> 305int needed --> +100int from main slot

so dmg wise you wont really win if you use your attack charm in 2nd slot. You will however (if you have any +int on your main slot) do more dmg per mana spent (+your mana bar will last longer if you would run out of mana on main slot)

ok cool.

I will have to think about things.
I have a couple ee only charms, and a few high int, good side stats, and no ee charms that i was curious about switching around to see which way was more effective.
I'll have to run a few trials.

thanks

Omg that 5int reduction makes so much sense!! I had done the math a few months back and I was always just slightly off on what I should be getting but could never figure out why!
