Is a full 8 player game still better than a 7 player game in which no one leaves the party for w2?

Is an 8 player game always better? Is this true for Chaos runs too?

I'm not sure how this effects exp, other than high level players always want someone to leave at w2, and the same for diablo on classic.

p8 always better and get the max exp.

yes w2 still bugged if 8 players are on throne while killing it.
