I have many ideas in my head, but sadly i dont have any knowledge into programing and web developing . I have actually found a similar website to this one , but it is for scamming people and my idea is to develop one that makes profit without scamming. I will be able to provide

Probably my request will be something simple for a skilled programmer and will be done in no time , but for me its a hard job .

First Things i need :
The website will Require a link to Steam and Users much be able to see their Steam Inventory(Categorized by Games) within the website , so a Login should be there .
The website must have profiles for every user based on the user's Steam Login details (prety much its going to be used for giveaways and storing people's current balance)
The website will need to value the items in the people's inventories by the current Steam Market's Prices (as it is shown on Steam)
I will need a gambling system on the website , based on a the roulette type(but only with 4 slots) .
Players will be able to bet any amount of (coins) on the 4 positions = x2 , x3 , x5 , x50 .
There should be a calculation on the profit within the website and based on it , the system should decide which section to win .
Profit can be based on a hour/day , doesnt matter . I will not require a huge profit.
Live Chat (me handling it) should be implemented.
No animations (instead the betting system) , so shouldnt be hard.
User Live Chat Channel , where users can discuss and post their predictions is must.

Some more to list , but will discuss them with the person who gets the job.

I will be able to offer Hosting and DNS for the website , so it will be my responsibility.

You can get 8 hours of work from a pretty skilled developer for your FG. You don't have nearly enough to complete even a quarter of what you need.

Probably , bit maybe an enthusiast would be able to handle it too. I a professional customer support manager and i can handle that , also i can offer a share of the profit with the developer.
