So I googled and it looks like it is for sale but only on amazon. So on here it’s only legal to have it gifted. Gifted it’s regular price currently. Comes with nothing but a 110boost.

The next Blizzard sale should be the summer one in July/August.
Europe is fine for gifting but the products are locked to US WoW accounts. If you want a Europe WoW account then you should post on the EU trading forums. If you want a US WoW account then it's fine.

oh my bad always tought someone from us could gift to an european by purchasing it for europe.
