Wait and get new AMD
If you really cant wait, just get the 8700 (non-k) since you dont have an OC board.

Depends on specific application, Intel still has a much longer history of helping develop and can take better advantage of avx workloads, but the new AMD cpus are on single thread parity with Intel in cinebench r20 and blender (at least according to AMD keynote at computex), and much higher thread counts.

That's just how weak stock Intel coolers are. Normal for an 8400 at full load for extended periods of time.

No. If you're going to be streaming, I'd highly recommend an aftermarket CPU cooler. Even something like the hyper 212 will a huge step up.

So A Hyper 212 Evo and A i7 8700k Should solve my high cpu temp and dropped framerate ?

Im hoping because it all leads to my cpu nothing goes above normal temps besides cpu.
