Cows is the best place for HRs in the game. I think next is arcane

High runes drop from mass crowded areas

Imho

Arcane is good but chaos is far superior, has the chance of a much higher item pool and is in general much better to drop hrs... same goes for baalruns, you'll get good hr drops in cows but other items that drop there pretty much suck
