EDIT: Also... don't know if you are using FA / Strafe / MS / GA or that, but if FA / Strafe build maximum 90% ias (no faith)... then you could also look into Duress as it adds res / cold damage / ed etc.

If you are playing on B.net, you need to reach 90% ias (9fpa) total. If playing on SP, you can go for 147% ias (8fpa)... Note: this is because of Strafe Nextdelay... after mass conflict in another thread, I thought I would point this out otherwise others would start more of a debate.

Personally... I would try to get a Twitchroe... 20% ias / 20 dex etc.
