It's all about preference. He's an ASUS fanboy. I'm an EVGA fanboy. If you replaced all his ASUS parts with EVGA parts, you'd save $300 on his build. As for the CPU, I'd go with an i7-8700k over an i7-9700k because an i7-9700k has half as many processors (lacks hyper-threading) and costs $100 more.
I don't OC my stuff because it's the equivalent of hot-rodding your car. Your system will last half as long.
