Simple to assess without investing a lot of time:
  1. CTRL + SHIFT + ESC
  2. Performance tab
  3. Resource Monitor button

Alternatively:

  1. Windows key + R
  2. resmon

That'll give a huge clue as to what: Hardware, process(es) or network issue(s) you're experiencing and will help in diagnosing the issue causer.

well I mean the issue is his graphics card. and thankfully for him the rest of his computer is quite good so he should have a lot of options in choosing the card he wants

just need his budget

Maybe the issue isn't the graphics card or maybe it is.
If you can reduce the lag that's being caused else where: He can play on a higher graphical setting for the given game(s) or programs. It cost nothing compared to spending some money.

Alternatively, I guess you could take the Google (Android) route and just throw hardware at the issue as opposed to addressing the real underlying cause of the issues (band-aid vs. true change).

To each their own! :(

No, the gt 635 is just a really low end graphics card. New ones would be literally 10s of times as powerful.

Just to point this out early: The OP never listed anything in specific; it's a very open-ended interpretation.

nVidia GT 635 specifications:

To sum it up:
Quote (nVidia GT 635)
GPU Engine Specs:
384 - CUDA Cores
967 - Graphics Clock (MHz)
967 - Boost Clock (MHz)
15.5 - Texture Fill Rate (billion/sec)

Memory Specs:
1001 MHz - Memory Clock
2048 MB - Standard Memory Config
DDR3 - Memory Interface
64-bit - Memory Interface Width
16.0 - Memory Bandwidth (GB/sec)

That's pretty beefy, even by today's modern video game's standards!
Unless you're trying to play on a native 4K HDR YRGB screen with 144Hz G-sync and/or some other features... It should suffice at 60+ FPS on everything.

Faulty hardware would be the first thing to rule out. Obviously a failing HDD here.
