Hes looking for something for everyday use, light steam games, along the lights of fortnite.

More specific use (what games, what programs): steam, fortnite etc
Planned time until purchase: soon
Do you need an Operating System?: no
Do you have any specific preferred components?: hes looking at intel but hes cheap
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: no
Do you need a monitor? mouse? keyboard?: no
ip code/location? (Shipping costs): ont canada

He says around $1000 but cheaper the better

You can compare the difference and see why 700 isn't optimal.
