if your cpu is hitting 80c with only web browsing, you have a heat transfer issue.
if it was your psu undervolting, your pc would keep resetting (without scorching your cpu). on minor cases you may just have a "glitchy" experience.
did you confirm that your AiO pump was running?
i'm not sure what mobo you are using, but going from 80c to 19c with a bios update... sounds off.
The did it agin part was turning off not overheating
It kept turning off and on but it’s all fixed now. It was multiple things, I replaced the water cooler and there is a little Eco button on the psu that somehow got pressed. When eco mode is on the fan will go but once the computer is cold and I start it up the fan on the psu won’t start. All in all I needed a new cooler and the eco button on the psu cannot be pressed because of the fan shuts off it doesn’t come back on.
