Dwarf humans will be killed and not bred with so there is in fact "incentive" against dwarfism !!!
But there's no incentive against being a carrier of the recessive allele. That's why in modern society (where we disregard fitness and everyone gets to live) it makes sense that we sill see cases of that recessive allele presenting.
Let's say a primitive woman has 13 kids and 3 of them go on to reproduce. In that case, it doesn't make much a difference whether the 13th fittest kid was a dwarf or whether he was normal, but just slightly inferior to his his siblings. The low end of the scales gets cut out just the same.
The 3 kids that reproduce don't get punished for carrying the recessive allele. In fact, they actually see a benefit. It means that they get a bigger share of the remaining food.
Everyone being genetic equals would lend itself towards reproductive parity, which is the enemy of evolution. Evolution thrives on a system where "the rich get richer".
