what's not the point?
a very small % of americans eligible for filing free tax returns... actually end up with a free service like they could.
this legislation does 2 things.
1: allows private sector to run and progress the on-line filing source. instead of the IRS spending tax dollars on it and putting private sector out of business at the same time.
2: "requires" private sector to still offer free filing service to any and everyone previously allowed to by law.
the only thing that changes is that we spend less tax dollars destroying h&r block
