Not gonna find "high end" gear at level 25 unless you get monsterously lucky. most likely place at these sorts of levels is the well.
shoot for smaller gains and hope a nice one comes through whilst hunting
Whites (items with no stats) are reasonably common and have a reasonable value, this is a rough price list:
lvl 20 1 fg
lvl 25 ~1-3 fg
lvl 30 ~ 3-5 fg
lvl 35 ~ 5-8 fg
lvl 40 ~14 fg
lvl 45 ~ 25 fg
lvl 50 ~ 35 fg
lvl 55 ~ 65 fg

EP's are the main droppers for general play. As well as well monsters hence why the above items have such value.
Sellling whites and joining a guild who buys GP's (try Tilt or Ruthless) at 50 fg per GP will net ~100 fg per solo climb usually. In most climbs i find "something" of value usually only ~50-100 fg, usually a level 20 item with ~90-100 ee.

Your concept is slightly off track.
Start a Tanned (TierIII) map with 5+ Evil Presence at level 20 class level. You should complete this Map @ level 24-25 which fits the Cap level of the Map.
Start a TierIV (level 5) map with 5+ Evil Presence at 23-25 class level. You should complete this map @ level 27-30.
Note: The above information is using the /set easy 0 function to deactivate easy mode and Maps that do NOT have +XX level cap.
You should be able to get drops at the level cap of the Map from Evil Presence even if your character class is 1 level below... example: Level 24 character exploring a Tanned Map (level 25 cap) will get level 25 items dropping, sometimes at level 21 character level from EPs.
I have found if you want to lock your level at the same spot a while doing a map that you are one or two levels to high for is great. I would gues the item drop rates are not affected to bad until 5-10 levels over monster level.
Very true though killing yourselves takes a lot of time so best practices would be to keep moving forward.
