I have an FX-8350, is there another processor I can get that is better than this on the same socket or should I just stick with it? Don’t really have the money to change mobo and ram as well as purchase a new CPU.

depends on mobo entirely. FX-9590 would be the last in the series but its some serious wattage. (220w vs 125w)
its just a super oc'd version of yours. tbh your best waiting till your budget allows a full upgrade.

I think it’s a gigabyte UD3-990FX. Been so long but that sounds about right.

Then no its not supported. (early rev)
If its a high rev like 4.0 it does support it. (however many boards claim to support it but don't)
Chances are high that it will not work solely due to the heat created.

Recommendation on an upgraded setup? Been out of the game too long, no idea what’s good anymore. I basically only play games on this thing.

Rx 580 isn't really cost effective upgrade over 780ti IMO. It would save some power consumption but I dont think he'd see much in the way of performance gains, at least at 1080p.

? It's literally over dbl the performance.
Without a gpu upgrade he'll see almost no improvement vs with one.
If he gets just a gpu then he'd be restricted by the cpu.
