Dear Mr./Ms./Mrs. Rogue
At what % would you recommend I use my skills in solo / group play for efficiency's sake? Surely I'm not waiting until 200% every time, but I also surely shouldn't spam as soon as I can just so my actions make it look like I'm contributing

Ellos - I would recommend 90ish% whereby you have to check what ability you use.

You may charge fix pattern abilities at a lower percent rate as abilites which can be used on any row/column
Backstab will give you more/the same amount of damage with a lower charge than Knockdown.

To Start out with i'd go for
Backstab 80 - 100
Knockdown 90 - 110
Depending on your weapon

Rule of thumb is you want to make the optimum dmg with the charge - not the maximum. So 2*80% Charges can be better than a 200% charge as you may waste damage by defeating the monster in one it.

But as said it all depends on your weapon and you will need to get a feeling on the charge speed as well as the avg dmg output.

There isn't a specific Guardian guide, there are informational advice referring to the Guardian in both of my Guides.
Basic Hardcore / Softcore Melee / Tank guide and Solo Hardcore Heavy Weapon thread:

... Polearms (25str/75dex ratio) & Warhammers (90str/10dex ratio) are secondary options.
... Note: Since you start with more Strength, I would opt for Strength Ratio weapons.
Armor:
... Plates/Chain Mail with Stats to suit your Weapons Ratio and try to stay within the Tier Level of your toon Level.
... Note: Maybe have spare Intelligence armor for some of those dicey EPs that cast dmg.
Main Charms:

... Note: Stat plus HM are better, or Dual stat damage / intelligence for some of those dicey EPs that cast dmg.

Note: This character will most likely be in the BACK row unless requested for Middle (dependent on group setup)

... Note: Ask group whether they are exploring (if so what level from / to) and ask them IF you need more than 75 Vitality.

That,s the problem. His gear and skills are very limiteds. But the guide is nice 10/10.

Yes limited, that is why I set up the guide towards specific build and items... I just noticed I made a mistake in Abilities:

Abilities: Full Group 2:
... Multistrike: 06% / 12% / 17% / 22% / 27% / 31% / 35% / 39% (total 5 8 points = level 35 achieved)
... Knockdown: 10% / 19% / 27% / 34% (total 5 4 points = level 55 achieved with Multistrike)

Will have to fix this when the guide is completed.

:D I love Guardians and could not resist responding to post on page 1, luckily the guardian information is on page 2 and basically ignored from those reading the relevant information on page 1.

Mind you, there might be a format that JanMcCrank likes to use for the future guides.

EDIT: also have to find a way to add in "Whistle" / "Explore" into the guide information.
