if I have 20-21pts to put into Orb / Cold Mastery, how many points each?

would I use Fire gcs or Cold gcs? taking into consideration that they wouldn't heavily stack Cold.


I want about 13k Fireball with +14 fire skills from gear and +13 cold skills from gear (not including the inventory)

let's say they have 250cr total stack, so are stacked by 75cr in Hell mode.
