everytime i restart my pc, my mouse and keyboard do not function. i have to manually do a full shut down for them to turn back on. they do work if i completely shut down the computer and turn on my computer. this issue only occurs during restarts.

anyone know what the issue might be?

Look in Control Panel > Power Settings and make sure none of the settings pertaining to USB have changed or are set to something that could cause the problem. Same with the BIOS.

I would probably also just reinstall the motherboard USB drivers... they may have been corrupted somehow.

There is an asshole setting in Windows 10 that turns off USB devices for power saving when your device goes into sleep mode go to control panel like stated above go to devices and there should be a checkbox for turn off USB devices on check that and you'll be fine
