cpu: ryzen 5 2600
mb: gigabyte aorus x470 ultra gaming
ram: 16gb
gpu: msi geforce rtx 2070 duke

1.) when i overclock via the bios the cpu clock stays consistent (no idle). this doesn't affect my temps at all. is this an issue?
1a.) amd ryzen master shows the same voltage whether or not i increase it via the bios. i know it's increased because the pc will crash if not (tested this in amd ryzen master).
2.) when i overclock via amd ryzen master everything is fine. is there a way to have these setting automatically apply during start up?

No. It may stay at the same clocks but it isn't actually doing anything so it doesnt actually require much voltage (what really causes heat) to stay there.
Ryzen master is wonky, probs just a bug.
There should be a way to set it up to boot when you start windows and apply a profile you've set up. Doing it at bios is more stable in my experience.

i'd love to do it via bios but after some extensive research this cards' bios is trash. the max offset is +2.04 which only allows up to 3.9 ghz when the cpu is capable of 4.1. i guess ill just stick with 3.9.

Voltage offset?
That seems really weird because gigabyte is kind've known for having the best featured bios and skimping on the hardware side. Also, if that is a voltage offset you're referring to, you're components are literally melting at that if it even makes it through post.

after doing more research i've learned that these lower to mid tier motherboards from gigabyte have non consistent voltage sensing software. i might have to go out and buy a reader just to be sure.

What does that put you're voltage at anyways? Anything above around 1.42 isn't really safe for long term use.

bios shows 1.37
hwinfo shows 1.35
