Original game developer made his quick cash and got out/ moved on to the next one. When the game is not so lucrative, like under 10k dollars a month in income they jump ship and usually someone else who is more interested in the game takes over.
but no matter the state of the game the previous dev left, and i understand having to fix some shit it was left behind, the most game breaking things were implemented by the current "devs" (coding=/=developing). But there are ways to circunvent those things, fix the formula and prevent the snowball getting out of control without actually nerfing anything.
When you make a promo, get people's money, let them spend ridiculous amounts to then nerf their actual progress when you can fix it without doing that, you can say for sure, they have no idea what type o game they are handling and how to deal with their costumers. but hey... thats the actual dev PR skills right here:
