You need to invest in more RAM. Also check to make sure you don't have a bunch of programs open at startup as this will drastically slow down the PC.

Check your startup applications and disable all the unnecessary ones.
Uninstall unnecessary programs.
Perform a system cleaning and registry keys fixing.
Perform a system defrag.

CCLeaner & Defraggler may help you with that.

You may also try to force some paging file size by manually setting it. Win 10 handles it by itself but worth a try.
It can be up to 1.5 times and 4 times of the physical memory that your computer has, so with 4GB Ram you may try to set it to 16 GB.

Otherwise perform a format and reinstall a fresh Win 10.

If so you may consider a small but very useful upgrade which work and worth on any PC.
Get a SSD, you can buy a ~500 GB nowadays vs a fairly cheap price, like a standard Samsung 850 Evo, for example.
Use it as main disk and install here all your software. You'll be surprised how fast can run your old beloved machine.
Don't get rid of your old HDD but instead use it as a secondary disk for storage purposes.

Also 4 Extra GB could be handy since nowadays most programs are Ram demanding, browsers included.

These two things are the most simple and yet most common ways to improve system performance. The improvement in iOPS with HDD vs SSD is truly remarkable.
