If you run Dolems (the big anchors) you will level really fast.

but i cannot seem to find a "train" going on anywhere

Alik'r desert for anchors. Run training gear and xp sctolls, the rotation never changes there. Just say lfdg in zone chat. You could also quest, it is much more fulfilling than powerleveling

Just do skyreach. Go to it, pair up with 1 person, offer to pay 2k gold per run. There ya go.
