Kaep is a locker room concern. Kaep (when he was still trying out for teams) was looking for reasonably high pay. Kaep was interested in a starting job.

Josh Johnson is a stopgap with no expectations that can easily be discarded at the first available opportunity. Josh Johnson is much cheaper than Kaep. Josh Johnson is literally a warm body taking snaps, and that's all the Redskins wanted.
