You are looking at it with a barbarian? it's bugged, babas always see cta 3. Look at it with other char :)

they see it up to 3, but if they are lower than 3 you'll see the real stats.

Lol.. I made 3 ctas once.. all were 3-3-3 I was tripping out.. later realized it was on barb.. good surprise tho after I xfered them to another mule.. had decent rolls.. : )

'oskills' are capped at +3 when boosting native skills http://classic.battle.net/diablo2exp/skills/basics.shtml

The same thing would happen with an Amazon looking at the Critical Strike skill level on an Insight runeword, or a Sorceress with Fireball from Trang-Oul's set.
