add w/e gpu you want though a 1070 ti is over kill for this imo as its only going to render whats visible not whats in the background.
The limiting factor here is def going to be the cpu if anything. Idk how much ram an osrs client uses but the 500 d's should eat 24.41GB of ram give or take a bit.

If no OSRS then drop to 32gb 3200mhz ram.
Thats the only thing you can down size, your probably still going to want all the cpu power you can get.

Buy a cheap gpu, something used ideally imo, liek a used RX 560 or 1050.
Now if you actually want to game on it in your spare time then buy something better.

32gb ram is not enough,like 100 uses like 30gb or more already
