when you proc a skill, it puts the skill on a global cooldown, regardless of the source.

event = melee critical hit, if you got idk freezing pulse coc chest, and a cospri freezing pulse, you will trigger one and put freezing pulse on a global cooldown.

That's why people run frost bolt + ice nova... 2 different skills.

Also, if you have 2 discharges, one in chest and one in cospri, it STILL procs 2 discharges. So you're wrong. Lol
