Cospris proc ones per weapon swing (like power charge on crit support gem)
CoC procs on every hit (limited bye cdr) (like volls body armour)

you use boots or gloves with 14% cooldown recovery and as long as ur aps are no higher than 3.7 you hit max frames and proc on cd
