My hdd died completely so i bought a new ssd and i have windows 10 on a flash drive it gives me the option for 64 or 32 bit and then it loads and when it gets to the HP screen I end up getting the stop code above I cannot go into Windows or anything like that is so brand new solid state drive with nothing on it is there something I should be doing with a new solid-state drive that's causing this or is there another issue?

Change cable and sata posts first.
Disable secure boot in bios.
recreate the bootable usb drive.

if all three fail lmk

Its a laptop think it cut me off on thread length
Option 1 no idea what it means
Option 2 dosent work
Option 3 all i have is brand new usb os out of box

option 1 does not apply for a laptop.
option 3 though, your windows 10 came as a USB you didn't make it with rufus?

Alright generally this issue is caused by file corruption of the installer.
I don't want to say the USB is bad just yet but its possible.

Is the USB device 2.0 or 3.0? is it in a 2.0 or 3.0 usb port?
Have you tried another usb port?
What OS did this laptop ship with? Do you have a full model number of the laptop itself?

I'd personally try downloading the image for windows 10 here...
https://www.microsoft.com/en-ca/software-download/windows10

and then I would remake the USB drive with either the tool itself or
with rufus from the saved ISO.

Pretty sure everything is usb 3.0 2016 pc , tryed all 3 usb ports , i'll try to locate the model after my kids go to bed , i dont have access to another pc , laptop had windows 10 when i got it

Did you remove the hidden recovery partition? If not I suggest you just try to recover from that.
If you must install "This newer version" via USB then I would format the USB drive and find another pc to remake it.
Outside those options theres only one other cause and thats physical damage in which case take it to a tech.
Though if the USB is bad I'd simply return it and buy a generic USB drive then buy an oem key off ebay for 3$ and make your own.
I don't know what windows 10 ran you but you def over paid.

If it's a laptop that came with windows 10, chances are there's a key tied to his main board. He should just be able to install and it will recognize and activate.
