The hit on Chilled Enemy is "Of Puhuarte", which only drops from the architech's chest in a Tier 3's incursion room Crucible of Flame. Having this mod drop on Fingerless gloves is crazy rare. Being able to clean them properly also probably is crazy difficult/rare.
But as for their actual value? I am befuddled.
