I believe I have the answer to your query. The movie you are looking for is called "Care Bears Movie II: A New Generation." It was released in March of 1986 and directed by the prolific Dale Schott.

I really enjoyed learning about the history of the CBs as framed through the Wishing Star bear. Truly an artful telling, like the anime equivalent of reading Chaucer.

I'm looking forward to watching the following movie in the series, The Care Bears Movie III: Adventure in Wonderland. I'm hoping this anime is as good as #2. I strongly recommend #2 to those who have not seen it. It's up there with Death Note in terms of quality.
