I wont be the one to tell you to build x y z, just giving you a different opinion.
Cause tbh, alot of builds work on veigar. (eg seraphs spellbook resolve vs zed)
One thing i would think about itis how you are going to be able to reliably land cages on veigar if your forced to be main engage.

slows(glp/twin shadows, higher
ms (predator, deadmans, shurelyas, etc),
gap closing( protobelt *fallen out of favor, but I still know a few high elo veigars that build it.)
2 ) generally in lower elo will be able to get alot more kills so boots come in alot earlier, making that rune alot more viable.
Boots is also decent because you have no other ms item, just slightly concerning because you have alot less lane pressure with your current rune setup.
Since your not running taste of blood i would suggest cdr for biscuits.
3) Decent in some lanes where u just have to survive. TP does give you a bit more flexibility with mid/lategame lane allocation options though
