How is she not the strongest champ in the game?

Yasuo is most op late game champ. He has very high mobility and damage. Guy makes 3 damage items and 2 off tank items and can 1v5 your team. 2 hits and your adc is dead meanwhile he has enough safety through his w and e that he can dance around to safety.

He doesn't have to build pen because it's right there in his low cooldown ultimate and it's a higher percent than any item could offer. It also doesn't work against specifically the champion you ultimate, it simply turns on for super armor pen against anyone.
