It's not against the rules to share accounts. It's against the rules to use third party programs so blizzard decided to punish the cheaters' friends too by banning anyone's account a flagged ip logged into whether that account was cheating or not.
It seems the goal was to get people who used legit cdkeys/accounts to mule all of their botted gear to minimize losses in the odd chance that blizzard decided to do their first ban wave in 6 years
Or, more accurately, the goal was to punish the vast majority of players who use jsp by banning anyone who got a level job, name, used community mule accounts, shared pvp accounts with friends, sold accounts or so much as sneezed close to a bot
