https://pcpartpicker.com/list/Pj7GD2 - Within budget:
https://pcpartpicker.com/list/9HD7Hh - Slightly over budget, double the graphics performance.

Thanks,

Does anyone know much about emulation?
I've been told it's mostly CPU power.
Would spending the extra for a GPU help much?

my 2nd link is a very popular choice for watching blu-ray and emulating console games.
spending extra on a gpu won't help much at your budget cos the cpu is already overkill for your needs, and u will just be wasting money by overkilling it more with a dedicated GPU, and u will need to get a bigger case. At that point, you might as well just raise your budget to like $800 and get a decent gaming pc instead and use it for light gaming AND what you originally intended to do

I mean it's CPU intensive compared to the intended hardware due to shortcuts (easy way to explain it).
But a PS1 didn't really have much for CPU power, even a low end CPU today is several times better. Any modern 4core should be fine for emulating anything before xbox 360/ps3/wiiu

I more had the dedicated GPU for if he ever decides to actually play PC games. Even if it's just a party box, things like beatsaber can be fun if you invest the money.

If it's just for Mario games, 2200g alone is plenty.
