The more you spend on the GPU, the better performance. I should add the 1070 and 1070ti are priced a little higher than normal right now. The 2070 cc ultra would be slightly over budget, but would do you pretty well if you ever decide to play some more demanding titles. The rx 580 is plenty capable of 1080p high @ 60 fps.

The meshify case will have better cooling, but if you're smart about cable management and overall case flow, it won't make much difference at your wattage levels.

does the 8400 outperform zen+ in games anyway? Intel aint changing as long as it still costs them so much to make these cpu's on an ancient process node.

8400 is faster in games that dont scale to more than 4 threads. That bring said, people generally dont buy x370 for an 8400 so they can't run memory past 2666. Most newer games have better thread scaling, so having 8+ threads available is really nice, especially if you do anything in the background (ie streaming). There are plenty benchmarks out there tho where a r5 2600 @ 4.2ghz with 3.2ghz memory out performs. Just involves overclocking which still intimidates some people.
