I would reroll it.
Yeah its a "decent" bow, but no ias, no socketed Skills deal 20% more Attack Damage, no double damage and no +gems.
Thats mainly what people are looking for in this meta. Even for Dex stacking build, this is bad.

My point of view, I would never use it :)
