Yes because staff but also with axes/swords etc.The thing you looking is high base dmg (physical/ele dmg) or good caster mods on staffs (high spell dmg, crit to spells etc.) Its a long story.U will eventually learn what is good and what is not.Before that, use Poe.trade to compare prices.

Ur correct in way that these suffixes indeed are god tier

to make good prefixes (phys dmg/added phy) with metacrafting this weapon, would take 50000 exalts so thats why no one does that.

I tried it once tbh.

Didn't go well.

Ele weapon you might be able to do it but no one uses much em atm.
