Are you looking to just replace the CPU/Mobo or build a whole new system?
What resolution and refresh rate are you playing at?

1920X1080 and 60Hz

when just standing in game my FPS is about 150-200 but as soon as i start moving around and playing it will bounce to like 7 then back up etc.

edit: I also have it on lowest settings and vsync disabled

An i3 + rx470 shouldn't be struggling that hard with PoE. Have you made sure drivers and whatnot are up to date? What's your internet speed?

20mb/s which should be enough to run poe? edit: yes everything is up to date just checked, not real sure why its struggling so much.. I cleaned it all out just a few days ago thought maybe some dust or something was causing heating issues but that wasn't the issue

any other suggestions on what to check/look for?

Download the program speccy here: https://www.ccleaner.com/speccy/download

Open that while you have Path of Exile running and take a screenshot. It will show us if there's any hardware that's not acting as it should, or if anything is overheating.
Also, post a picture of your cpu and ram usage by opening task manager (ctrl + shift + esc), then go to performance tab and take a screenshot of that.
Post both screenshots here so we can see if there is anything that stands out as abnormal.

Here are a couple, it will lag sometimes so bad that the entire screen will freeze and then logs me off and puts me back at the title screen.
My GPU and CPU idle around 45C

Based on the second screenshot, it looks like the graphics card is struggling based on the near 100% utilization and highish temps; and the CPU is also spiking, which could also cause frame troubles.

Are you on a pre-built machine or did you build it?
