To gift an item through the blizzard store you have to be friends with the person for 3 days, and once you gift the item the transaction can then take up to 72 hours.

I'm plan on gifting out a few games so if you might be interested and don't mind the wait pm me and I'll give you my bnet tag so we can start the process.

The process once someone gifts you was almost instant for me, and 2 other people I know after the 3 day (72 hour) friend add on bnet.

I'm not certain, but from what I've gathered, I can gift eu version to an eu player from the eu store, so I just have to switch servers.
