Even taking out China and NAFTA, America manufactures like 2.5 x the goods as it did in the 1980s with 1/4 of the employee base working in manufacturing. The real enemy to manufacturing jobs is efficiency - computers and robotics. Need to train these employees for other jobs, not perpetuate an industry about to be fully automated.

10% went into effect October 1st, other 15 to be implemented by the end of the year.
