Are the affix lvls the same as those used in lod? Obv classic excludes the top tier affixes. I would like to know what lvl monsters spawn what affixes. For instance, can hell Andy spawn all affixes (excluding +2 ammys)? Are tc lvls the same as lod? Is there a good site for classic d2 info or is arreat all we have?

Information is spread out
You need the qlvl of the item you want to calculate, that can be found on arreat

Then the equations can be found by searching "d2 item generation tutorial"
And the classic affix tables can be found by searching "d2 classic affixes"

And to answer your question, no Andy cant spawn any of the top tier classic affixes. Only trav, and hell act 4 can spawn top tier shit

Well not the plus 2 amulet obviously only hell d can do that, and I'm not sure about grim shield, I'd have to run the numbers, which I dont care enough lol, I know the 3 bosses can spawn kings mod though

Assuming that classic affix list is correct, council members can spawn +2 Pal on shields, but only if the shield is qlvl 27 or lower, which means all Normal shields except Gothic Shield. (not a single exceptional shield.)
Diablo is apparently the only one who can spawn +2 on grim shields, even Urdar are too low lvl.

Grim shield has a qlvl 48, +2pala has an affixe lvl 65 which means mobs lvl 82+ can drop it. Urdars packs are 84/85 (champions/boss) and the others elites are 82/83, so basically any elites in cs can drop them.
Afaik only +2 amu can be dropped by dia alone.

ah, you're right. i forgot that a different calculation is used when ilvl >= 99-[qlvl/2],
which is alvl = 2*ilvl-99, so indeed mlvl 82 and higher.
