Not sure if you fixed your problem but I was having this same issue on a A10 6700 - started to overheat.. tried everything and couldn't get it down past 57C idle.. gaming it would it shoot up to 67C+ so I decided to pick up a H60 Corsair liquid cooler and it solved all my issues.. now it never gets above 37C

Aftermarket coolers are always a good option. If you are running stock clocks you can also undervolt them a little which can help with heat in tight cases or hot ambients

I had an 8320 OC to 4.3 w/o adding any voltage. Never had temp issues (cm 212 as well).
/e below 70 is plenty safe for PC hardware.
