but as for the problem he no longer needs help on its simply process of elimination.
check usb cables on the board(front usb headers are super important)
reseat ram and check theyre in correct slots.(ram can cause ridiculous post issues that confuse and injure the brains of many)
try reflashing bios, most manufacturers have a method to force usb connection on a specific usb port or set of ports when jumpering specific pins or pushing a button, this is one step past just a generic flash by jumpering the reset pins on most boards.
If non of this works rewire the rest of the system to ensure connections are correct and try one last time.
UART into the board via manufacturer info sheets to see if theres something you can fix.(usually just to reflash the bios manually if no other option works)
