Well then play it slow go out on ur daily routine, dog walk is perfect, then if u see same girl couple ofntimes and you see she is having good eye conntact with you, then somehow find her online,or just introduce your self and say something like : "hey i know its not thing gentelman would do but have to tell you that i noticed you," and that you are pretty" say somwthing honest from the heart since she noticed you also if you saw her couple of time in area, then just ask for her name or email skype facebook etc.

I have the same problem you have - too shy to talk to a stranger, low self-esteem etc..
Using Tinder is not a bad idea. There's gotta be a few good pictures you can use..
Girls like all kinds of stuff, there's always a chance some girl will like you.
Than DM her and start the chat.
Stalking girls in FB after you saw them in the park is creepy. Most girls won't approve this behaviour.

Set up social gatherings from work and tell them to invite friends. Go to concerts, public gatherings, anything to get yourself out of the house. Dating apps are hit or miss, you're basing your judgement on a picture, it's like shopping... once you open the box and see what's really inside, you're left with a date that's completely botched from the start. Learned the hard way when I was younger

Dog walks are really good, I use to borrow a friends dog and it really works!

And program your brain this way: Eye contact three times ----> Go and introduce yourself

At some point you have to stop being shy and start being proud of who you are. Dating and relationships take a bit of self sacrifice and are about challenging yourself to change your circumstances.

Instead of a dog walk try volunteering at a local animal shelter and see if there are any single girls there. Start slow, be yourself, and be confident. Girls/women are people just like you are and have the same insecurities.

Gotta get out of your own way man.

There's plenty of places to meet new people it just depends on your ability to get outside of your comfort zone. Bar? Church? Gym? Coffee shop? Random hike/trail?

Don't sell yourself short. You're probably a good looking person in pictures. :]
