How To Master Quest - Topic

Okay. I realize this is a stupid question but I don't know how to access the Master quest.

From my understanding if you complete all your quests and reach level 55 you can complete the quest. I've done this before.

My last climb though I didn't do all the quests and when I was level 71 the quest came up. I thought that in lieu of quests you could just get a high enough level and the quest would pop.

This climb I'm level 72 and the quest didn't pop.

I'm so confused, please explain.
