you can only have one slow of each type (% slow from items, holy freeze, decrep, cold length, etc), but each types of these slow stack together and are additive in their slows
total slow is capped at 90% per type to normal and minion monsters, capped at 50% per type slow to players, bosses, uniques, mercs, etc.
total combined +/- animation speed from from all sources- slows and speed increases offsetting- is capped at -75% for movement speed and -85% for attack speed, with a further movement speed minimum cap of (base walk speed / 4), which is 1.5 yards/s for all characters other than trangs necro which has 9 yd/s base speed for 2.25 minimum. So you can't slow someone below -85% attack speed after slows, but if they've got +60% item speed (+40% EIAS), a -30 base speed phase blade and +29% IAS from fanat, then they have +99% EIAS, so you'd need 184% total slow to reach the minimum cap, and at 50% max per type you won't reach that easily.
There was a rumor back when open bnet pvp was still active that charge didn't have a minimum velocity so you could slow them so much that charge would go backwards
