If i meet someone with bugbelt 10% slow and lvl 16 holy freeze do they stack in their
slow% or do i just have to worry about the holy freeze since it has more % slow?

I am no pvp, but usually it stacks. As you can slow down baal to barely moving via freezing, clay golem, decrep-cuse.

But possibly it does not stack primitively linear. Otherwise it would probably be possible to slow down enemies to 0% speed.

you can only have one slow of each type (% slow from items, holy freeze, decrep, cold length, etc), but each types of these slow stack together and are additive in their slows
total slow is capped at 90% per type to normal and minion monsters, capped at 50% per type slow to players, bosses, uniques, mercs, etc.
total combined +/- animation speed from from all sources- slows and speed increases offsetting- is capped at -75% for movement speed and -85% for attack speed, with a further movement speed minimum cap of (base walk speed / 4), which is 1.5 yards/s for all characters other than trangs necro which has 9 yd/s base speed for 2.25 minimum. So you can't slow someone below -85% attack speed after slows, but if they've got +60% item speed (+40% EIAS), a -30 base speed phase blade and +29% IAS from fanat, then they have +99% EIAS, so you'd need 184% total slow to reach the minimum cap, and at 50% max per type you won't reach that easily.

Thanks for the info, so like this scenario;

I use Berserker axe, do smite vs smite, my opppnent
Has level 16 holy freeze and 10% from bugbelt...

Is there somewhere i can get a chart with the ias bps needed for this opponent? Like the german ias calc but i can only add the holyfreeze

But wait now... If it cant be more than 50% slow in pvp, i dont need to count the 10% from bugbelt since a lvl 16 holy freeze already is over 50% slow?

So i can just check on that ias calculator what ias is needed for 50% slow?

So It says level 12 holy freeze aura is the level for 50% slow, so i can go to the ias calc and Put in lvl 12 holy freeze and get the ias the chart show?

There was a rumor back when open bnet pvp was still active that charge didn't have a minimum velocity so you could slow them so much that charge would go backwards
